Majone claims this came out of a military ethos, in which a split between analysis and decision-making was necessary for various reasons. Is this hint at military logistics and compartmentalisation of bodies similar to Foucault's analysis of the way in which military "conditioning" led to an "economics" of control over the individual and the body?
