This is a kind of buzzphrase being bandied around parliament at the moment, but I think what they really mean is they're actually after Economy-Driven Knowledge.

Hence, this page will suffer thoughts about how to construct a more stable infrastructure based on knowledge of all kinds (rather than just scientific), instead of the other way around.
