Actually, it's just as much of a buzzword, only not so... buzzy. The keyword is "solutions", and the "webbed" bit reminds me that problem-solving is carried on through diffuse networks that may or may not know about each other, but that certainly interact through a network consisting of the problems they look at. Solutions propagate through these networks.
